Iulian-Romulus Ciochină is the Command Senior Enlisted Leader of Multinational Division North East.
Born in Focșani, Romania, on 20 November 1983, he began military service as an infantryman in 2006. After Romanian NCO school, he held tactical and operational appointments in leadership, personnel, intelligence and operations.
He served in Afghanistan during 2017–2018 as a Joint Operations Centre NCO. From 2019–2022 he was Operations NCO at the Military Engineering Centre of Excellence in Ingolstadt. His subsequent work at MNCSE included exercise planning, medical operations and patient-evacuation coordination.
He supports NATO NCO development and teaches patient-evacuation coordination and APP-28. His qualifications include a bachelor’s degree in financial management and accounting, a nursing diploma and a master’s in operational-capabilities management. Further NATO and UN training covers planning, evaluation, lessons learned, leadership and medical support.
His honours include Romania’s Military Virtue Medal, General Staff and Land Forces emblems of honour, a 15-year service medal, the NATO Non-Article 5 Medal and the foreign-missions badge.
